BPOM's new 2026 food packaging rules

Indonesia's food and drug agency (BPOM) has issued new food packaging rules: BPOM Regulation No. 11 of 2026. It was enacted on 23 June 2026, promulgated on 30 June 2026, and revokes BPOM Regulation No. 20 of 2019.

Who is covered

Article 3 states that everyone who produces packaged food must use food packaging materials that do not harm human health. "Everyone" in this regulation includes individuals and corporations, incorporated or not. In other words, small businesses are not exempt.

Which materials are covered

Plastic, rubber, paper and board, ceramics, glass, metal, and multilayer packaging.

Key rules

• Migration limits. Materials in direct contact with food must stay within limits on substances that may move into the food. For plastics, the general overall migration limit is 60 mg/kg. Some limits may be phased in based on risk assessment.
• Food contact substances. Only substances on BPOM's permitted list may be used, and there is a list of prohibited substances.
• Reusable packaging is still allowed as long as it keeps meeting migration limits.
• Packaging made from recycled material must follow the production requirements for recycled food packaging.
• New materials or substances may only be used after written approval from the head of BPOM.
• Violations are subject to administrative sanctions.

The deadline

Under Article 13, food packaging on the market must comply no later than 12 months after promulgation - around the end of June 2027. The exception is migration limits that are being phased in.

What food producers should prepare

• Make sure packaging that touches food is actually made for food. The simple signs are explained in How to tell if a plastic bag is safe for food.
• Ask your packaging supplier to state the material in writing and whether it meets food packaging requirements.
• Avoid recycled packaging of unknown origin for ready-to-eat food.
• Keep your supplier's documents. Modern retailers and large buyers increasingly ask for this evidence during product curation.

Why it matters now

Packaging is more than a wrapper. BPOM stresses that packaging helps determine food safety, and the new rules give one year to adjust. It is better to choose the right supplier now than to change packaging halfway.
